On 23 February 2004 the Premier Jim Bacon declared his retirement, after currently being diagnosed with lung most cancers. In his previous months he opened a vigorous anti-cigarette smoking marketing campaign which included several limitations on exactly where persons could smoke, such as pubs. He died four months later. Bacon was succeeded by Paul
